Bangladesh has officially requested China’s aid and cooperation in relation to its infrastructure and water management project, known as the Teesta River Comprehensive Management and Restoration Project (TRCMRP). The TRCMRP will focus on enhanced irrigation facilities, creation of a flood management system, and restoring parts of the river. This is a major project that the government of Bangladesh will undertake in the northern part of the country. The two nations discussed this at a high-level meeting between Bangladesh’s Foreign Minister Dr Khalilur Rahman and his Chinese counterpart Wang Yi, both held in Beijing this past week.
The move is an important shift in regional diplomatic relations. India, too, is carefully observing developments regarding this matter, as the Teesta is considered one of the more sensitive issues between India and Bangladesh today.
What Is The Teesta River?
The Teesta River, which is located in the northeast region of the Indian subcontinent, rises in the eastern Himalayas and flows southward through the Indian states of West Bengal and Sikkim, before entering Bangladesh where it is vitally important to supporting agriculture (including irrigation), fisheries, and people who reside within the districts of northern Bangladesh.
Dhaka Turns to Beijing for Key River Restoration Initiative
The objective of the Teesta River Comprehensive Management and Restoration Project is to help alleviate four historical problems that have plagued the Teesta River and surrounding area: river erosion, flooding (in the rainy season), lack of water during the dry season, and decreased agricultural productivity. Components of the project will include but may not be limited to: dredging the river; building embankments; maintaining or improving flood management systems; constructing irrigation networks; restoring ecosystems.
For many years, Bangladesh has been actively seeking foreign aid for its ambitious project, and as a result, China has emerged as an important partner because they have experience successfully implementing large scale river engineering projects and financing infrastructure.

High-level dialogue in Beijing
The meeting between Bangladesh and China took place in Beijing, where Bangladesh asked China to help them with the Teesta River project and work with them on future development projects. Each nation expressed a desire to continue strengthening their mutually beneficial relationship and work towards achieving their cooperative goal of becoming Comprehensive Strategic Partner Nations.
During the meeting, the countries discussed trade, investments, the digital economy, water resources, and infrastructure projects that are part of China’s Belt and Road Initiative (BRI). Bangladesh reconfirmed its commitment to supporting China’s One-China Policy and encouraged more Chinese investments in Bangladesh’s key infrastructure sectors.
China’s Foreign Minister Wang Yi subsequently assured Bangladesh that China wished to continue cooperating with them on both infrastructure and development projects and stated that China was not trying to interfere with other countries’ relationships with South Asia.

Implications for India-Bangladesh Relations
There will be worries in New Delhi regarding the impact of this on India and Bangladesh due to long-standing connection between Indian and Bangladeshi relations and the Teesta river issue. Bangladesh has requested that India implement the long-term planned Teesta water-sharing agreement which was finalised but has been unable to be implemented due to West Bengal’s political opposition.
India has historically taken a cautious approach toward growing Chinese influence within South Asia, especially within strategically important areas that are near the Siliguri corridor which is referred to as “the Chicken’s Neck,” which connects mainland India with its northeastern states.
Earlier this year, the Chinese ambassador’s visit to Bangladesh for the purpose of visiting and discussing a Teesta project situs which is located very close to the Siliguri corridor has lead India to have additional strategic concerns, many analysts believe this was an indication of the evolving Chinese presence and increasing strategic presence within the area where nations are grilled over issues of Geopolitics.
There is a general belief by many analysts and experts that the renewed relationship between Dhaka and Beijing with regard to the Teesta project would only add another layer to the Geopolitical situation with existing India and Bangladesh’s growing international security and diplomatic issues.
Strategic and Economic Significance
The Teesta project for Bangladesh is considered to be an essential project aimed at improving agricultural productivity, reducing flood damage, and improving water management in the northwestern regions of the country. Since there are seasonal variations in river flows, farming communities have been affected by drought-like conditions during the dry season and by destructive flooding during the monsoon months for a long time.
Through the provision of technical assistance and funding on a large scale, China’s involvement in the project may enable Bangladesh to develop and implement the Teesta project. Previous estimates have placed the overall cost of the project in the hundreds of millions of dollars, which means that other forms of financing will be required.
Increased participation for China in the Teesta Project would expand upon China’s strategic presence within South Asia and expand upon its economic ties with Bangladesh through the Belt and Road Initiative.
