                            The Central Government has made an important decision to change the officials managing the Central Board of Secondary Education (CBSE) as multiple allegations of wrongdoing arise from recent actions taken by the CBSE with regard to the On-Screen Marking (OSM) system for Class 12 assessments. Allegations have surfaced regarding irregularities in how the digital assessment system was acquired and implemented for the purpose of evaluating Class 12 answer sheets.

                            Major Action by Centre Over CBSE Row

                            CBSE Chairman Rahul Singh and Secretary Himanshu Gupta were transferred during this process after increasing levels of scrutiny from the Ministry of Education regarding the CBSE evaluation process. Additionally, a formal investigation into how the OSM services were purchased has been scheduled to take place.

                            Why Is There Such Controversy Surrounding The OSM System?

                            Students stated they noticed discrepancies between scanned copies of their answer sheets received from the OSM system and what they believed to be their original handwriting. A number of students voiced concerns over possible mismatches of their answer sheets with the work being evaluated or errors in those evaluations.

                            Students expressed a desire for transparency after experiencing additional challenges with answer sheet verification (technical glitches), failed payments, and portal crashes within the last month along with delays related to the re-evaluation process. The above problems have led to significant dissatisfaction and calls for increased transparency in the CBSE examination and evaluation processes.

                            Inquiry Ordered Into Procurement Process

                            A one-man inquiry committee has been established by the Centre to investigate the procurement of the OSM system along with the transfer of senior officials. The inquiry committee will investigate any irregularities in relation to the tendering process and the implementation of the OSM evaluation framework, and will determine whether proper procedure was adhered to when awarding contracts and rolling out the digital evaluation framework.

                            The inquiry committee will be chaired by S. Radha Chauhan, former bureaucrat, who will conduct a complete examination of the procurement process and any irregularities related to it.

                            Government Signals Zero Tolerance for Irregularities

                            The government has sent a strong signal that the quick transfer of CBSE’s leadership is indicative of a commitment to accountability in relation to matters that impact millions of students across India. It was reported by news sources that the Ministry of Education is conducting an inquiry into irregularities related to the OSM digital evaluation system and is also considering action against the officials responsible for the procurement of that system.

                            This decision reflects the government’s growing concern over the verification and credibility of its examination processes, as well as the necessity of preserving public trust in one of the largest educational systems in India.

                            New Leadership Appointed

                            Senior IAS officer Lokhande Prashant Sitaram was elected as CBSE’s new Chairperson following the recent reshuffle of positions, which also saw Varun Bhardwaj appointed Secretary of CBSE. The Appointments Committee of the Cabinet has approved these appointments.

                            The new leadership will lead the Board during the inquiry and help ensure the Board’s proper functioning in his role as Chairperson and through the administration of examination-related functions.

                            Political Reactions Emerge

                            Politically, the government’s action has sparked responses. The Congress party called the transfers inadequate and demanded greater accountability from higher authorities. Party leaders contended that while changing officials will not alleviate the more significant issues with the OSM controversy; therefore, stronger action needs to be taken by the Ministry of Education.

                            Reactions from students/parents have varied from a positive response for the government’s intervention to a preference for thorough investigations and proper implementation of corrective measures rather than just organizational transfers as adequate mechanisms of resolution for the current situation. Public comments shared over social media have demonstrated both relief and scepticism about the effects of the transfers.

                            Questions Over Digital Evaluation System

                            A modernized evaluation system utilizing the OSM (Online Standardized Measurement) platform as its basis will provide greater efficiency and much needed improvements to current methodology and procedures. Unfortunately, the introduction of the OSM has come under scrutiny concerning its lack of transparency, technical reliability and/or security of data related to the OSM platform. Recent reports of portal failures and possible vulnerabilities have increased scrutiny of the OSM system.

                            Experts in education agree that although digital evaluation is the way of the future, substantial safeguards, transparent procurement practices, and extensive testing must be in place to maintain the system’s credibility and public confidence.

                            Next Steps

                            Inquiries will be conducted by the inquiry committee, including an examination of procurement records, implementation processes, and allegations with respect to the OSM platform, to provide further guidance as to whether administrative, disciplinary, or legal action will need to be taken as a result of the findings of the inquiry.

                            Transfer of the senior officials of CBSE by the government indicates one of the largest government interventions to the operations of the national examination board in recent years. While the investigation is ongoing, students, parents, and educational leaders will follow developments of the OSM system and examination reform, and will be waiting for the determination of the future of the OSM system.
