In a bid to empower the people directly financially, West Bengal Chief Minister Suvendu Adhikari has announced a massive social welfare scheme, ‘Annapurna Yojana’. This flagship scheme will provide a financial assistance of ₹3,000 to women who are eligible across the state in their bank accounts on a monthly basis.
The programme is being launched at the state secretariat of Nabanna with Chief Minister Adhikari slated to formally open the scheme there. Agnimitra Paul, Minister for the Department of Women, Child Development, and Social Welfare, also attends the hugely publicized event.
Scale and Financial Impact
The Annapurna Yojana is poised to become one of the biggest direct benefits transfer (DBT) schemes in the state in history. According to the initial estimates from the state administration, in its initial phase this financial security blanket can reach the benefit of nearly two crore (20 million) women in West Bengal.
The main goal of the scheme is to enable women to be financially independent, to use their finances to pay their household bills, pay for their children’s education or invest in small business. The government’s policy is to invest directly into the hands of women to boost rural and semi-urban economies by boosting domestic spending.

Launch Details and State-Wide Integration
The state administration has mapped out a technology-supported and synchronized launch to make the rollout happen statewide at the same time. The entire programme will be carried out virtually in each of the administrative block, the municipality and the Kolkata Municipal Corporation (KMC) area while the main event will be held at the secretariat of Nabanna.
The Chief Minister’s first speech and the formal inauguration will be linked through a web conference to the administrative hubs of the area. The District Magistrates in West Bengal have been given a strict banshee to ensure that the virtual event is conducted correctly and the local communities get to see the event live.

Immediate Distribution of Approval Letters
The state is making strong strides from policy to program and action. Post the official inauguration, local government will start releasing official approval letters to the selected beneficiaries.
On the occasion of the commencement, 100 beneficiaries from each of the blocks and municipalities will be handed with their approval letters personally by the local officials. Likewise, 100 women in Kolkata Municipal Corporation area will be handed out letters during the event of urban rollout. This is an instant distribution that is intended to establish trust and prove the government’s dedication to speedy implementation.

Eligibility criteria and verification process
The state government has laid down specific conditions about who should be eligible for the ₹3,000 allowance every month:
- Age Limit: The scheme is clearly a scheme for women in the prime of their working and caring lives. The age of the applicant should be between the age of 25 to 60 years.
- Registration Window:The registration window is being provided for those women who are eligible for registration but not registered yet for a period of 90 days to register and be registered and to file their application on the local administration office or the state portals.
- Screening Process: A multi-layered verification process has been applied to the beneficiary list to prevent any possibility of fraud and ensure that the aid is delivered to the intended beneficiaries (households). The final compilation was made based on the direct recommendations and meticulous screening by Sub-Divisional Officers (SDOs), Block Development Officers (BDOs) and municipal authorities.
A New Political and Social Landscape
The launch of the Annapurna Yojana is definitely a milestone for the current Government led by Suvendu Adhikari. Historically, direct cash transfer schemes based social welfare have been a potent political instrument in West Bengal, shaping sentiments and economic stability. With the introduction of the strong allowance of ₹3,000 per month, the Adhikari government is making a bold claim to be a government that is pro-women and welfare oriented.
For Minister Agnimitra Paul’s department, the daunting task will be to operate the mammoth logistical facilities to send the money to almost two crore bank accounts every month without any technical difficulties. The state’s banking affiliates and IT cells have been reportedly on high alert to make sure that the first batch of transfers goes through properly on the day of the launch.
The first phase is launched now, and now will all eyes be on the execution on the ground level in the various districts to see how much of the remaining eligible population will be registered within the 90-day period.
