The Tata Electronics Manufacturing plant in Hosur, Tamil Nadu, which manufactures iPhone parts for Apple, has been placed under investigation by environmental regulators after a charging run-off from the facility flooded several nearby wells and irrigation systems. The plant has been issued a “show-cause” notice from the Tamil Nadu Pollution Control Board (TNPCB) with the possibility of shutting down if the company does not provide a solid explanation.
Regulatory Notice Puts Tata Electronics Under Pressure
The TNPCB stated that in the past it had directed the company to take corrective action, however the company’s attempt to address the problem has proven insufficient. The regulator issued a notice to explain why power to the facility should not be cut off and why the facility should not be shut down due to environmental violations.
Farmers’ Concerns Over Crop Yields
For many months now, farmers in the area have been raising concerns about the quality of the groundwater being used to irrigate their crops. One farmer told a reporter from Reuters that he believed the discharge of wastewater from the plant is harming agricultural production and has caused him to have lower than expected yields for the last two years.
Recently, officials from the government conducted a field visit to the farms adjacent to the facility to speak with farmers who have experienced crop loss because of the facility. During these visits, farmers told the government that the water in their wells smells bad and that they have seen a loss of productivity from their crops.
Environmental officials conducted the inspections to determine the level of environmental damage caused by the facility and whether further actions will be necessary based on their findings.

Tata Electronics Rejects Allegations
Tata Electronics has defended its practices regarding the environment. They say that they had a third party do a check on their standards for the environment, along with being inspected by an independent lab with all the appropriate accreditations, to assess whether they are complying with all regulations related to pollution, and their findings confirm that they are compliant with all applicable laws. Tata Electronics has reiterated its commitment to running a sustainable international business and caring for the environment.
They also stated they have responded to concerns by the pollution authorities, though they did not give the supports they have submitted. Tata Electronics continues to be confident their operations will be compliant with all local and State Laws, and stay committed to protecting the environment and preserving the communities where they operate.

Important role in Apple’s Expansion in India
The facility in Hosur has a very important role in the Manufacturing Industry Ecosystem for Electronics in India and produces components that are placed on the back of iPhones and other important components, and it has grown quickly as Apple has increased its production efforts in India. Industry sources indicate that as of today, the percentage of the total production of iPhones in the world being done in India is very high and will continue to grow.
The number of employees in the plant has also increased significantly over the past few years. Just recently Tata Electronics hired a significant number of employees and has approximately 75,000 employees. As a result of this continued expansion, Tata Electronics serves as one of Apple’s largest Manufacturing Partners in India. The growth of Tata Electronics over the past few years indicates the increase in importance for Indian electronics within Global Electronics Supply Chains.

Shutdown Fears May Be Overstated
While there are media reports predicting that the plant will be shut down because of the pollution cause notice, both government and company officials have tried to reassure those with concerns. According to government officials who spoke with the media, this notice does not indicate an imminent shutdown, as the regulatory process will provide Tata an opportunity to answer and/or remedy the pollution concerns raised by the pollution control board.
Officials also reported that the company’s operations would continue while the regulatory process is pending. The future of the company’s operations will ultimately depend upon the company’s response to the pollution control board and the regulatory body’s determination of whether or not Tata is in compliance with environmental regulations.
Potential Impact of the Situation on India’s Manufacturing Strategy
As the electronics manufacturing sector in India is at a critical moment due to India’s aggressive push to be a globally competitive manufacturer and as a location for foreign investment by large technology companies, the resolution of this matter may have an effect on investor confidence in India and on how supply chains for the large technology companies doing business in India will be established.
While there is potential for the threat of a shutdown to generate headlines as it relates to this investigation and Tata, the reality is that an investigative process will take place and eventually the determination of the well-being of the Hosur operation will be based on a ruling from the environmental authorities relative to the company’s compliance with applicable environmental regulations as well as on the actions taken by Tata to correct any violations of environmental regulations.
